BSNL Calcutta Telephones new billing rule in Kolkata

From November 2011 BSNL Caclutta Telephones customers will receive monthly bills instead of bi-monthly bills. This is cause BSNL Calcutta Telephones is likely to migrate to State of the Art Call Details Record (CDR) biling system for all landline & broadband customers. Which means that instead of recording customer's telephone number to make bills BSNL Calcutta Telephones will now use account numbers to make bills for their customers.

The announcement by BSNL Calcutta Telephones on their bills is as follows


  • With effect from billing period Nov'11 Calcutta Telephones is likely to migrate to State of the Art Call Detail Record (CDR) billing system for all landline & broadband customers.
  • CDR bill is Account based instead of telepnhone number based. So after migration your bill will include two items: i) Current period billing* & ii) Previous period outstanding balances if any.**
  • For customers getting bi-monthly bills, such bi-monthly bills will be issued on monthly basis from billing period October, 2011 onwards till migration to new billing system (CDR). Thereafter bi-monthly billing will be restored.
  • Unlike existing bill, no ***opening MR data CLising MR data*** will be available in CDR bills. Instead in the new billing system (CDR) call details record will be available in our website.
  • After migration to new billing system (CDR), ****facility of free call units will be shown in  the form of equivalent monetary discount in the CDR bill like Mobile Bill****.
  • After migration, if you pay your bill by cheque, please note that your cheque must be drawn in favour of *****AO (Cash), BSNL, Calcutta Telephones instead of AO, BSNL, Calcutta Telephones, Calcutta.***** We seek your support in our efforts to ensure a smooth transition to the new billing system.



Now about the starred items that should be exaplained for our visitors convenience;

* Current period billing means that the Telephone Bill you have to pay for the monthly or bi-monthly usage. It is normal as we used to pay the bills. (After migration to CDR system those who gets a monthly bill will have to pay bills monthly & those who gets a bi-monthly bill have to pay the bi-montly bill as we used to pay before.)
**Previous period outstanding means that if any customer has not paid the bill though he have received it or forgot to pay then this outstanding (due) amount will be added to the next billing cycle.
*** Opening & Closing MR data means Opening & Closing Meter Reading Data. This reading is shown on the Telephone bills as follows,






From the new bill this MR data will not be shown. Instead customers will now be able to see their call details record on the BSNL website.
****In the new CDR billing system, the number of free call units (50 or 100 as per the plan of the customer) will be shown as a deduction from the total metered calls. e.g. (one has 50 free call units & he has made a total of 58 calls in a billing period. Then his chargeable units will be shown as
Total number of calls : 58
Less: Free units : 50  
Chargeable units        :  8
#assumed that his call charge is Rs.1 per call)
*****From the new CDR billing system those who remit their bills by cheque, have to issue the cheque as,


AO (Cash), BSNL, Calcutta Telephones
instead of the old
AO, BSNL, Calcutta Telephones, Calcutta
Those who gets a bi-monthly bill will now continue to receive monthly bill till the new CDR billing system comes into operation. Once the new system starts, the biling cyccle will be restored as it was used to for the customers. This was all about the new system of BSNL Calcutta Telephones. We will be waiting for the new CDR system.
